The meeting pointed out that, according to the deployment of the Central Committee and the State Council, speeding up the development of "Internet plus medical health" can improve the efficiency of medical services, make patients less run errands and more convenient, so that more people can share high-quality medical resources. The meeting confirmed that, first, speed up the general provision of online services such as appointment diagnosis and treatment, inspection results query and other online services in hospitals above level II. Medical institutions are allowed to carry out Internet medical services such as referral of some common diseases and chronic diseases. Second, we will promote telemedicine coverage of all medical consortia and county-level hospitals across the country, and promote high-quality medical resources in the east to meet the needs of the central and western regions. Support high-speed broadband network to cover urban and rural medical institutions, and establish Internet special lines to meet the needs of telemedicine. The third is to explore the sharing of prescription and drug retail information in medical institutions. We will carry out intelligent medical insurance audit and "one-stop" settlement. We should improve the standard system of "Internet plus medical health", speed up the sharing of information, strengthen the supervision of medical quality and protect information security.
 
In order to reduce the drug cost burden of the majority of patients, especially cancer patients, and to have more medication options, the meeting decided that, from May 1, 2018, the import tariff of all common drugs including anti-cancer drugs, alkaloid drugs with anti-cancer effect and Chinese patent medicines with actual import will be reduced to zero, so as to realize zero tariff on all anti-cancer drugs actually imported by China. We will significantly reduce the value-added tax on the production and import of anticancer drugs. Second, we should pay close attention to comprehensive measures, such as centralized government procurement, timely inclusion of imported innovative drugs, especially urgently needed anticancer drugs, into the reimbursement list of medical insurance, and study the use of cross-border e-commerce channels to eliminate all kinds of unreasonable price increases in the circulation link, so as to make the masses feel that the price of urgently needed anti-cancer drugs has been significantly reduced. Third, speed up the import and listing of innovative drugs. By default, the chemical test will be approved by batch instead of chemical test. Fourth, strengthen the protection of intellectual property rights. A data protection period of up to 6 years is set for innovative chemicals, and the same kind of products will not be approved for marketing during the protection period. For innovative drugs that apply for listing simultaneously in China and abroad, the longest period of patent protection shall be compensated for 5 years. Fifthly, we should strengthen quality supervision, strengthen on-site inspection of overseas production of imported drugs, and crack down on the manufacture and sale of counterfeit drugs.
 
The meeting pointed out that adjusting measures to local conditions, optimizing the layout and running small-scale rural schools and boarding schools in towns and townships are conducive to promoting educational equity. For the remote places with few students, small-scale schools of lower grades are generally set up in villages, and boarding central schools are set up in villages and towns to facilitate rural children to enter schools nearby and take care of left behind children. We should optimize the structure of financial expenditure, improve the conditions for running schools, increase the treatment of teachers in accordance with the law, and incline the establishment and evaluation of professional titles to small-scale schools. Through Internet plus education and counterpart education, the level of running schools in rural schools can be improved.
